xx Ctrl-key stops working in IDE

Have anybody seen this?

On one Windows XP computer (one from say 6 I ever tried on)
in LB IDE
Ctrl-N, Ctrl-C Ctrl-V Ctrl-Z
- don't work.
It inserts empty square symbol instead (
I think it is the .notdef glyph)
On every other program I tried these key combinations work as they should.
In BASIC program run from IDE, in texteditor Ctrl-things work as they supposed to.

Things that meddle with my keyboard input really worry me. (I think of keyloggers and stuff).

So far I tried:
* scan with antivirus,
* set scan on a boot time,
* reinstall LB,
* boot in safe mode,
* swap USB keyboard to regular one.
They just don't work.

I would write that off like just another unexplained Windows quirk - but just now I've got very same behavior from another computer - Windows 10 netbook.
I just run IDE to use as calculator - and found Ctrl N does not clear start page. Later, I found Ctrl C Ctrl V Ctrl Z all produced empty square!

I completed my calculation with some swearing - every time I tried Ctrl C it erased my selection, and Ctrl Z did not restore it! - and closed IDE.

Next time I open it it works as normal. Now it is back to normal.
I have no idea what cause this/ how recreate this.

So I wonder if anybody have similar experience?

Ok since I've got it on second computer - I found the cause.
All local computers are configured to use English/Russian language.
All computers I use have English as default.
It happens that then I run IDE in this case, on XP it runs with English language (regardless from current language - or I would saw this long ago).
On Win10, IDE runs with whatever language was selected last.
Since my default is English, IDE normally starts with English - and works OK.
Now, it happens that language was switched to Russian (was Googling something in Russian). This way, IDE starts with Russian language - and Ctrl-keys do not work!
Switching language later change characters input but Ctrl-things still don't work.

Now on that unfortunate computer there it never works default set to Russian. And on XP, even if I switch keys to English, starting IDE starts it with default language. So Ctrl-stuff never works.

The question is:
is it a bug?
Could it be helped?

So whoever has non-English Windows 8 and up
(default language change setting: system-wide )
installed, please try running LB with non-English language selected,
and say if you get same issue with Ctrl-N etc or not.

I have 7 and XP, so I can't help on this, doesn't? Both in Spanish.

You can
Does your Windows set with Spanish like default language?
I suspect it you run LB with non-English language on, Ctrl-stuff stop working.

I just checked with Win7
I have English as default language
I start LB, Ctrl-N works

Now I click right mouse button on keyboard indicator (Ru/En in my case)
select Parameters, set Russin default language
Now I run LB - Ctrl-N doesn't work!

Now I revert language settings back - Ctrl-Stuff works in LB.

Now, what about Spanish Windows?
